Default suggestion: place page number formatting as a tab in page setup

You can format page numbers for a given section using the Format Page
Numbers button on the Header and Footer toolbar.

Since page numbers are formatted per section, it seems fair to place page
number formatting with other properties that apply to sections, the 'page
setup'. Unless it could be squeezed into the layout tab, it should get its
