Since page numbering can be restarted after a section break,

likely this is causing your problem. Make sure the insertion

in the section where the problematic heading is. On the View
menu,
click Header and Footer. On the Header/Footer toolbar, click the
Format Page Number button. Word displays the Page Number Format
