Default Changing top margins & allowing merge

I am creating a letterhead in Word 2000 for over 2000 users of varying
degrees of ability with Word. The letterhead needs to allow for merging and
have a 2.5-inch top margin on the first page, changing to a 1-inch top margin
on subsequent pages where the header and footer are not used. What Ive
tried so far is:

1. Inserting a continuous section break at the beginning of the document
and change the margin in section 2, to 1-inch. After doing this and the
document is opened the insertion point is in section 1 moving section 2 ahead
of the typing and the section 2 margin change is never is used.

2. Protecting section 1 so that the insertion point must go into section 2
when the document is opened. Doing this stops all merging in Word, even in
the unprotected sections of the document.

3. Putting a section break in the header so that the header would be
section 1 and the body of the letter would be section 2. Word will not allow
section breaks to be inserted into a header.

How can I accomplish the goal?

Suggestions will be greatly appreciated. S
