But why is Word automatically converting "New page" into Odd or Even in the
first place?

In a Word 2003 document with numerous section breaks (all inserted as

Selecting the break in Normal view, launching the Page Layout dialog and
telling Word to make them Even Page breaks doesn't work: nothing happens.
