In my case, "mirror margins" is the culprit.

In a Word 2003 document with numerous section breaks (all inserted as

Page" breaks without specifying odd or even pages), Word has
transformed

into "Odd Page" breaks when they need to be "Even Page" breaks.
Selecting the break in Normal view, launching the Page Layout dialog

telling Word to make them Even Page breaks doesn't work: nothing
