Since page numbering can be restarted after a section break, most
likely this is causing your problem. Make sure the insertion point is
in the section where the problematic heading is. On the View menu,
click Header and Footer. On the Header/Footer toolbar, click the
Format Page Number button. Word displays the Page Number Format dialog
box. Is "Start At" set to zero? If it is, change this to the
appropriate value or, if you simply want numbering to continue from
the previous section, make sure you select the "Continue from previous
section" option. Click OK to close the Page Number Format dialog box.
Click Close on the toolbar to return to the main document.

Does this fix the problem?
