This is a common request. To mitigate the need for it in the meantime, you
could use Outline View, which will enable some small pieces of what you are
asking for.

Our environmental consulting company uses Microsoft Word extensively to
prepare various large and complex reports and environmental impact statements
that are distributed to clients and various levels of government. Keeping
track of, navigating through, and formatting the many sections and section
breaks could be improved by implementing a tabbed document interface. Just as
Microsoft Excel has sheet tabs, Word could have Section tabs. Tabs could be
named and/or numbered. Section breaks should also display section number in
page layout view -- not just when working with headers and footers. To see
the tabs, the user can switch to "Section Layout View". Changing the order of
the tabs by dragging and dropping moves the corresponding sections within the
document. If no sections exist in a Word document, then obviously no tabs
would appear in Section Layout View.
