Default how do i insert a line within a cell in a table

If it's both above and below the text, then it _is_ a border -- but applied
to the text paragraph, not the cell or the table.

Put the cursor in the text that should have the lines above and below it. Go
to Format Borders & Shading. On the Borders tab, set the Apply To box to
"Paragraph". Select the Box icon on the left, and then click the right and
left borders in the Preview picture to turn them off. Click OK.
