Default Why is formatting applied to whole document instead of one lin

Basically it seems like Word takes two steps forward (Bullet line, then
bullet whole document) and one step back with ctrl-Z (undo bullet whole
document, leave Bullet Line in place). Any help would be sooo appreciated.
