Why is formatting applied to whole document instead of one lin

ctrl-Z to undo the whole document formatting, then the formatting I DID

is properly applied where I wanted it to be, e.g., the bullets for the
entire
document are removed, and the bullet I wanted in the first place is there.
Basically it seems like Word takes two steps forward (Bullet line, then
bullet whole document) and one step back with ctrl-Z (undo bullet whole
document, leave Bullet Line in place). Any help would be sooo appreciated.
