Default How do you insert comments into footnotes?

I attach Comments to the footnote reference mark, beginning the
comment with "In this note, ..." (don't give the number, because the
footnote numbering might change).

You can't. That's just the way that Word is. I suppose, since comments and
footnotes both can be viewed in different panes, as well as by hovering the
mouse over the footnote mark or comment mark, the two different kinds of
annotation would tend to compete.
