Word does not open graphics files - even if you rename them with a *.doc
extension.
You may be able to import a graphics image in to a Word document if the
filter for the file type is available.
You need to open the document in a suitable graphics application or viewer,
or convert the file with OCR software to a Word document.

If you save the scanned document with a .DOC extension you won't get
this problem. Alternatively if you want to save with another
extension and have this open automatically through Word you need to
go to Control Panel Folder Options and either add and entry for the
extension or Change if already listed and make sure set to Open With
Microsoft Office Word/Word whatever Word listed as.
