Ctrl+Enter is the shortcut for a manual page break. It is not
analogous to using Ctrl+Tab in a table to get a tab character.

Instead, put the cursor in the top left cell of the table, before the
very first character in that cell, and press Enter. In that position
-- and in that position only, and only when the table is the first
thing in the document -- the paragraph mark that results will be
before the table instead of inside the table.

Another method that works is to put the cursor in the same position
and use the Table Split Table command.
