Default Skipping last line of page, even if not widow/orphan

I believe Word prevents the last word on a page from being hyphenated; that
probably explains the observations you have made.

i'm formatting my book (novel type). It's just plain text, and i would
like the pages to be "square and even", that is, every page should have
the same number of lines.

For that purpose i unchecked widow/orphan control, because i find the
occasional missing line at the bottom of the page very annoying (much
more than widow or orphans).

Problem is: Word is still randomly skipping lines at the bottom, even if
there is no special (or understandable) reason, like in the picture
attached. As you can see, the paragraph is very long, no widow/orphan
risk, and plenty of space for a line on page 16 (top-right). Why is it
skipping the last line?

Any idea how to solve this?

EDIT: for some reason, it seems connected to hyphenation. If i
deactivate hyphenation, it fills pages regularly.
