Before you can delete a certain header (or footer) you must (i) unlink it
from the corresponding header (footer) in the preceding section, *and* (ii)
you have to unlink the header (footer) of the following section as well.

Note that each section can have up to three different headers (and three
different footers), which is the case if you select "Different first page"
as well as "Different odd and even" in Page Setup. Each type of header
(footer) must be separately unlinked from its "neighbor" in the preceding
section, as stated above.
