Might help if you explain what's going wrong. No, you don't need any breaks.
Left-and-right margins should be applied to whatever part of the document
you want ot use them for -- entire document or just a section, your choice.
The border should be applied to the HEADER. So you'll need to apply it
twice, once to the even page header, once to the odd.

Tried that..can't get it to work. Is there a certain
order to the steps that I should take? Should the border
be applied to this section, whole document, or...? I
have tried several variation to no avail. Do I need some
type of break (page, continuous...) on each page of the
document? Thanks! I will keep trying!

Use different left and right headers. Attach the border

to the headers, on
opposite sides.

Is there any way to set up a document such that the

page
border (one vertical line only) stays with the larger

of
the 2 left and right margins? ie, if left margin=1.25
and right=.05, then vertical line page border appears

on
the left...if right margin=1.25 and left=.05, then
vertical line page border appears on the right...

Or is there another way altogether to achieve this?

Thanks,
MM
