I don't believe you can use a Page Border for what you are trying to do.
You'll need to create the border manually. That means you won't be able to
use Border Art, but you can create many of the fancy line borders using
drawing objects.

The first thing you'll need to do is check the box for "Different odd and
even" on the Layout tab of Page Setup. This will give you a separate Odd
Page Header and Even Page Header. Working in each of those headers in turn,
insert drawing lines to create your border. Because you are working in the
header pane, every line you draw will be anchored to the header paragraph
and so will repeat on every odd or even page.
