Default Bullets in Unprotected Section of Protected Form

I have a protected form that has a column containing unprotected cells that
users type into. Some users would like to type a bulleted list into the
unprotected cells. In some cases, they aren't able to make the 1st or last
rows of each cell bulleted. As a side note, I am marking each unprotected
area with 3 spaces so the open and closed brackets and yellow area in the
middle stands out more - is that affecting their ability to use bullets? I
know that form fields are an option here, but for reasons too detailed to go
into here, some users would rather avoid them.

Form fields would be even worse...

Can you describe in more detail how you've set the protected regions concerning
the table affected? Is any part of the table protected, or is the entire table
in an unprotected region?

Have you restricted any of the styles in this document, as well?
