Frames aren't used much. More commonly, you'd want to center text vertically
on the page ("File Page Setup... Layout" ... can be done by section, so
you might have to create a section if you only want it to apply to a
particular page).
Or you may want to center it vertically in a table cell (say from the right
click [context] menu Cell alignment, or from the Table menu Table
properties, Cell tab Vertical alignment).
