Select the image so it has a black border and little squares (sizing
handles) on the corners and edges. You should see the Picture toolbar -- if
not, select it from View Toolbars.
On the toolbar, click the Text Wrapping button, the one with the dog
picture, and select "Behind Text".
Double-click in the body of the document to close the header pane. Now you
should be able to type over the picture.
