Default Make document always show header and footer space even when empty

It doesn't have anything to do with whether the header/footer is empty; it's
just an option setting. See

MS Word sometimes wants to show the page chopped up without the space
for headers or footers. I find it very distracting. How do I make the
page automatically display as a full page with space for headers and
footers even when the header and footer is empty. I've searched every
menu and use both Word 2003 and 2007 (and all of the previous
versions since Office began). I used to love this application, but
honestly it becomes more annoying with every release. I wish there
was one button I could push to make the darn thing stop "helping" me
:-)
