Display nonprinting characters and make sure there are no empty paragraphs
in your footers. Also, if there are section breaks in the document, it's
quite possible that the footer margin is set inconsistently. Select the
desired footer margin in Page Setup, change the "Apply to" setting to "Whole
document," and OK out.
