A page number is the correct approach. The document can be inserted into
another document as a separate section. Set page numbering in your document
to start from 1 (the default is "Continue from previous section"). In the
document into which it is inserted, the following section will need to be
set to start with a specific page number--1 or the number following the last
number before the inserted section, whichever is appropriate.

There can only be 1 section in the document.

The "seq" tag would have been perfect, but it doesn't increment in
headers!
