Default How to switch off pop-up rulers?

Interesting. I hadn't realized that because (a) I always keep them both on,
and (b) I work in Normal view, anyway, where I have great difficulty making
Word keep the horizontal ruler on.

That's only partially true, Suzanne.

Unchecking View Ruler turns off both horizontal and vertical rulers.

Checking View Ruler turns on the horizontal ruler and enables the

turning
on or off of the vertical ruler using the option under Tools Options
View.
