a footer in Word is a special area outside of the normal body text
layer. What you describe as "Layout" settings does not apply to footers,
but to graphics, tables, or other objects. You can apply these settings
to objects _within_ a footer, though.
So, to what object are you applying these settings, and where are they
structurally in your document?
