Default Putting a border along a margin

If I use a paragraph border, the line gets messed up if I have different
paragraph indents (e.g., with a numbered list) or if the text doesn't go

the bottom of the page. If I use a page border, I can't get it far enough
from the left edge of the page, and it runs from the very top of the page
to
the very bottom of the page (ignoring the top and bottom margins). I have
tried putting a line into a header but that doesn't seem to work well if I
change the header or copy a section of one report into another report.

Can anyone help me?
