Default Watermark config

No, a watermark is going to be Behind Text. Even if you format your drawing
as Behind Text, it will still be in front of the watermark. There's no
workaround for this AFAIK except to put a copy of the watermark on top of
the picture.

In the Format | Background | Printed Watermark dialog, you can type your own
text for a text watermark. And it's just a WordArt object, anyway, so you
can access the header, click on it, and edit it any way you like.
