Default I stronlysuggest that icon-editing capability be re-introduced

As often seems to happen, since this thread started, I just stumbled
upon a page by one of the Excel MVPs, Ron De Bruin, describing a way
of using custom buttons: http://www.rondebruin.nl/imageqat.htm. See if
