Default Printing underlines in blank form fields

OK, I assume from your response that you are using mergefields, in which
case, you can use an If...then...Else field construction

{ IF { MERGEFIELD mergefieldthatmightbeempty } "" "{ MERGEFIELD
mergefieldthatmightbeempty }" "___________________" }
