Default How do I restore all original settings for page setup and format?

For the corner marks, which are the result of having an East Asian language
enabled, see http://support.microsoft.com/?kbid=839371.

For the other problem, go to File Page Setup Layout and change the vertical
alignment dropdown from "Justified" to "Top". If this problem happens in all new
documents, you need to open the Normal.dot template and change the setting
there; then make and undo some change in the text, such as inserting and
deleting a space, and save the template.
