Because of your page numbering requirements, it will be better to avoid
changing the page orientation if possible. Instead, rotate the picture in an
outside graphics app and insert it in the document already rotated. If you
need a caption "below" (to the right of) the picture, insert a single-row,
two-column borderless table. Put the picture in the left cell and the
caption in the right cell, changing the text direction so the caption will
read correctly.

-Cover
-Table of Content
-Body

My body is Portrait layout. However, I need to insert a picture that need
to be presented in a Landscape layout (it need to take up a whole page to

legible). If I change the page setup to landscape it then creates a new
section and throws off my footer (Page {PAGE} of {SECTIONPAGES})

I would need one of two solutions:
1- another aproach that I'm not aware of?! (hey I'm always willing to

learn
the proper way, instead of my way!)

2- a way to change my footer for this new section to continue from the
previous section without counting the pages from the first two sections
