Default Header style after section break is different than normal

The default should be the reverse; Space Before is suppressed after
automatic ("soft") page and column breaks but retained after manual page and
column breaks and all section breaks. This can be changed for page and
column breaks by changing one of the Compatibility Options, but the space is
always retained after a section break. It is possible that the behavior is
different if you have HTML paragraph spacing enabled.
