Actually, it's equally true that if the bottom margin were too small, you
might not be able to see the footer, but if the footer margin is the default
0.5", it will override the bottom margin.

I think you can make that happen in 97 by setting the margins too
small. Check File | Page Setup & try a 1" margin for the bottom
margin to see if footer comes into view. IF that works, you might
have to fix a few page breaks here and there. If it doesn't work,
then try Suzanne's response.
