Default Vertical Scroll Bar Problem

The buttons you mention are always at the bottom of the scroll bar; perhaps
you just hadn't noticed them before. What are you trying to drag? You should
be able to drag the "thumb" or "elevator" in the scroll bar or click above
or below it to change position.
