Default permanently changing header and footer tabs

You need to change the tabs in the Header and Footer styles and save the
changes to Normal.dot ("Add to template"). See

This is the *only* safe way to make these changes: if you open Normal.dot,
View | Header and Footer, and make any changes to the header or footer, you
will end up with an empty paragraph in the header and footer that will take
up space and mess up labels. Only if the header and footer are never touched
directly do they remain "empty" and invisible.
