Default How stop Design mode appearing in a Word 2003 doc when opened?

You can't -- at least, not without removing the radio buttons and scroll
boxes.

The things you copied from the web are ActiveX controls, similar to the ones
you can insert in a Word document from the Control Toolbox toolbar. Word
considers these controls to be in the same security threat class as macros.
Whenever a document containing these things is opened, the macro security
mechanism disables macros and puts ActiveX controls into Design Mode.

If the user has set their security level to Medium, they'll be given the
choice to disable or enable macros. The message box is so scary, though,
that most people will choose Disable. It's possible to set the level to Low,
but that's like removing the batteries from your smoke detector because it
beeps -- not recommended. In any case, as the author of the document, you
have no control over how any other user's security level is set.
