Default Locking an image position

not sure how you went about making sure that it works OK with your
header, but most anything you do there you can also do with (or: to :-))
a footer ...

I frequently use a borderless 1x2 table, with fixed dimensions, and put
the picture as an *inline* object into one of the cells.
