Default Word 2007: keyboard shortcuts stop working in form-enabled .dotm f

Many settings are disabled in a protected document, even more so in Word
2007. In protected sections you can only move between form fields (for
example by using the TAB key). Pressing Ctrl+Home moves the insertion point
to the first field of the document, and Ctrl+End moves to the last field.

I'm using Word 2007 on Windows XP.

I have a .dotm file that contains a form. I've protected the template so
that the form can be filled out.

After I protect the file for forms, keyboard shortcuts (e.g., ctrl-s and
ctrl-home) stop working. When I turn off protection, keyboard shortcuts
work again.

I haven't enabled any other protection in the file--I've only enabled
forms for both sections of the file.

My security settings are configured as "Enable all macros" and I have
checked the "Trust access to the VBA project object model."

Is there anything that I can do to enable keyboard shortcuts in a
form-protected file?
