Default Multilevel numbering

To make a multi-level numbered list, you must place your cursor in the very
first paragraph that will have a number. (In this case, it's para. 1.)

On the Home tab, click the icon for a multi-level list, and at the bottom of the panel that appears, choose "New multilevel list." A pane will open up.
Click "More" and a little addition appears at the right (where all the
important items are). Choose Level 1 and assign it to one of the paragraph styles (probably the one called "Heading 1"). Then choose Level 2, assign it
to the next paragraph style, and make sure you see "1.1." in the window at
the left, and be sure to check "Restart numbering after Level 1." Then do
the same for Level 3.

I don't think you can do this by trying to change the existing schema, you
have to start with a "New" one.

I tried my best and have seen videos and can't understand: How I can
make sure that after my paragraph changes to say 3.1 I have 3.1.1 and
not 1.1.3?? Please can you describe to me where my mistake is and how to
solve it?
