Default graphic not printing in W97, W2003, and pdf

What is probably the issue here is that you don't have "Drawing objects"
checked on the Print tab of Tools | Options. You can't apply text wrapping
to an image in a text box because the text box is already in the drawing
layer, and you apply the wrapping to it instead. But the image doesn't need
to be in a text box in Word 2003 and possibly not even in Word 97. In Word
2003 it should have Behind Text wrapping if you want it as a background;
this is the equivalent of "Float over text" + "None" in Word 97.
