What is probably the issue here is that you don't have "Drawing objects"
checked on the Print tab of Tools | Options. You can't apply text
wrapping
to an image in a text box because the text box is already in the drawing
layer, and you apply the wrapping to it instead. But the image doesn't
need
to be in a text box in Word 2003 and possibly not even in Word 97. In
Word
2003 it should have Behind Text wrapping if you want it as a background;
this is the equivalent of "Float over text" + "None" in Word 97.

The .png is placed inside 2 columns as float over with text wrapping

none ( I want this image as a background behind the text). The .jpg is

inserted into a text box as inline text along with some actual text.
Any ideas on how to make the picture print?
My other question is why is float over not available when placing a
graphic
in a text box?
