Hi ?B?amVm?=,

Is there a setting that keeps the Table of Contents link feature active once
the document has been protected (locked)? I wish to create a single document
template file with multiple forms and a table of contents. The user can use
the table of contents to access each form directly. The finished document
will be printed or electronically transmitted to another site (job package
stapled).

The problem you're encountering here is that Word can't put the focus in a
protected portion of the document that's not a form field. So links, in general,
can't work as you envision. Best might be to create a PDF file (the Adobe
software has forms package capability) or a Website.

If not, what is a best alternative (bookmark, hyperlink, ..)? Preference is
that each job package be a single document file.
