Default Can I create non-printing watermarks for a template

Yes you can. What I would do is add the picture into either the Header or
the Footer section of the document. Add your form fields using the Forms
toolbar. Then when they print, they can choose to print "data only for
forms". (Tools, Options, Print)

I would probably setup a macro which will turn that on, since that is a
document by document setting.
