If you press Alt while dragging, you can set it exactly. It's not known why
the "snap" is in the wrong place on some systems.

The "issue" is that when I click and drag that little icon/symbol, it
falls
on either side of whatever tick mark is on the ruler, regardless of the
intervals. It appears that I cannot place it precisely where I would like
by
dragging it.
