Use nested IF fields that insert the data /and/ a paragraph mark if the
field is not blank, but insert nothing if the field is blank. Like this:
{ IF { MERGEFIELD field1 } ""
"{ MERGEFIELD field1 }
" "" }{ IF { MERGEFIELD field2 } ""
"{ MERGEFIELD field2 }
" "" }
