Instead of setting the position relative to the margin (which can change),
set it relative to the page (which means the top of the page for vertical
and the left edge for horizontal).

What's really odd is the positioning seems to vary with the contents on

page. For instance, I can get the page number to align for a table by

the Horizontal position=absolute at -0.5 right of margin, vertical
position=absolute at 2.8" below margin. For a chart, I can get the page
number to align by making the Horizontal position=absolute at -.16" right
of
margin, vertical position=absolute at 2.82" below margin.
The absolute position shouldn't need to change. It should be the same
regardless of the contents.
