Display nonprinting characters and make sure there are no empty paragraphs
in your footers. Also, if there are section breaks in the document, it's
quite possible that the footer margin is set inconsistently. Select the
desired footer margin in Page Setup, change the "Apply to" setting to "Whole
document," and OK out.

I have a doc that is composed of several different docs that were cut and

Also, we have inserted section breaks into the document for a double
column.
When we look at the section break on the page it says "odd pages", but

we go into the properties it says that that section break is continuous.
