Can I scan text to WORD and enlarge the text without using Microsoft Office?

If you scan text and have OCR software you can process its output in Word,
but Word is part of Microsoft Office - so what exactly do you mean?

Not sure I have OCR software. When I try to scan text it just creates a page
as an object (picture) and you cannot edit it.

I can't really help you find out what software you've got but without OCR
software an uneditable image is what you will get from a scan. Unless you
have deliberately bought some software (which it sounds like you haven't)
then check out what software came with your scanner - that's the only place
you're likely to find it.

There's a rudimentary OCR tool that comes with Microsoft Office tools (in
recent Office versions) called Microsoft Document Imaging which reads well
but is hopeless at formatting. There are much better OCR packages around,
with Finereader being the best (in my opinion), but none of them are
perfect. Chances are that there is some form of OCR software included in the
software package that accompanied your scanner.

Some fax software also includes OCR capability.
