Default How do I enable use of Windows Logo Key + S for speech

There is a way on some computers I've used where you can type text in a work
document, highlight it, and then by using the "Windows logo key + S" it will
speak whatever is typed. Can anyone tell me how to enable this function if it
is not enabled already?
