This has just begun happening within the last week or so.

When drawing a line an "anchor" appears outside the paragraph at the
beginning of the line within which you want to draw a line for a manual
insertion.

You place the cursor at that spot and draw the line and it pops down 2, 3 or
4 inches below the point where you originally drew it. In order to get it to
land in the correct spot you need to raise the line 2, 3 or 4 inches above
the original insertion point until you get it to the spot that you want it.

If the line is too far to the left or right because it is difficult to judge
the position of the line 2, 3 or 4 inches above its intended position then
you just start all over attemping to get the line to position itself in the
correct spot.
