The easiest method of copying the TOC is just to copy and paste, then
immediately unlink (Shift+F9). This doesn't require locking or unlinking it in the original document but preserves a "snapshot" of it in the new document. -- Suzanne S. Comments are one way to get what you are asking for, another is "hidden text" (applied through Format | Font: hidden or, preferably, a style -- you then either trigger visibility of hidden text, or the hidden property of the style).
